Even by disabling localization services, Android continued to broadcast information to Google allowing approximate localization from cell-phone IDs. But promised, it's over.
The question of the location and positioning of users from their smartphone remains a sensitive topic, the mobile device has become a faithful companion following everywhere its owner but also a powerful snitch able to transmit a lot of personal data that can be transmitted to others.

In principle, mobile OSs can be used to disable localization functions, with the idea that it is no longer possible for a third party to access these data. However, the Quartz site indicates that since the beginning of 2017, Android has sent information to Google's servers to determine the positioning of users, whether the location option is enabled or not, or even without an inserted SIM card.

Google confirmed the practice, however, indicating that the data collected was not used or stored. They were part of an experiment retrieving the identifiers of relay antennas (or Cell ID) to try to improve the performance of messaging services but, says Google, the location data obtained were also destroyed and the collection practice was stopped.
Quartz wonders about the relevance of these explanations and especially reminds that a rather fine positioning could be obtained by triangulation of the information of several antennas near the user.
Half word, Google confirms that the option of disabling localization services is basically about GPS and WiFi, but not necessarily the collection of Cell IDs.
