France and Artificial Intelligence: Meeting the Challenge of Competitiveness, Today and Tomorrow


The 2017 presidential campaign allowed us to better understand the economic stakes linked to the imperative need to reduce government spending and to accompany the rise in competitiveness and innovation of our industry. In this perspective, Artificial Intelligence, prelude to a new paradigm, is destined to play a decisive role. The recent implementation of the DSN made it possible to familiarize companies with a whole new generation of intelligent digital assistants, a source of optimization of processes and gain of competitiveness.

Economy at the heart of the presidential campaign 
Rarely did a presidential election involve voters as much in managing our debt and how to reduce our deficits. With an industrial sector, laminated by relocations, which has caught the attention of certain candidates, the competitiveness of our industry and, more broadly, the economy has been invited to the heart of the debates. We were thus given the opportunity, particularly during the debate on the second round, to attend the popularization of certain notions that we had forgotten since the University as "the place of the State in the regulation of economic actors" Protectionism and customs barriers "or even" from the ecu to the euro: the evolution of European monetary exchanges ". You said pedagogy?

Budget savings: the battleground of two "big candidates" 

Never will citizens have been so educated to the need to strengthen our competitiveness, essential to become a strong global player, alongside our European and global partners. The other important fact is the way in which budgetary savings, especially in the first round, were placed at the very heart of the debates. The ability to straighten out the finances of our country has been used as a major battleground by two of the "big" candidates. Infographics, published in the press, even ranked the candidates according to the level of public economies they intended to achieve throughout their five-year period.

From the simplification shock to the DSN 

These concerns are not new. Through the simplification shock launched in 2013, the State has chosen to reduce the administrative and normative complexity as a tool for improving the relationship with citizens and the competitiveness of companies. Entry into force in January 2017, after a pilot phase, the DSN or nominative social declaration wants to simplify the annual management of companies. On the enterprise side, the mission is complex because it leads HRDs to monitor each month for each employee a much larger amount of data, in the order of one million lines of paper. Aside from previous simplification procedures, the challenge of simplification is double-edged: with each mistake being punished by a fine of ten euros, companies are exposed to exponential penalties in the event of a recovery.

A new technological paradigm transforming the DSN into an opportunity 

Is the DSN a Game Changer? Perhaps because it foreshadows a paradigm shift in which the complexity and scale of data compel the HR manager to be efficient, to capitalize on a support of new generation tools. In this field, the potential of the artificial Intelligence of machine learning, coupled with Big Data, is gigantic. With these tools, billions of data lines, inaccessible to the human being by their number and diversity, become exploitable. By understanding the data in detail, software robots carry out millions of checks and actions per day. Already used by the Purchasing and Accounting functions, they reduce costs by up to 30% depending on the departments and expenditure categories. This allows managers to focus on higher-value tasks and increase their performance. As for the DSN, companies that try to adapt to the requirements of the administration with the usual computer tools do so at their own risk ... and potentially penalizing their employees. Indeed, the data transmitted via this DSN will serve as a basis for future tax withheld at source and calculation of pensions. The errors on each return are therefore cumulative from month to month, as well as the penalties incurred in the event of checks. 

Better competitiveness for business in a globalized world
The DSN is a unique case where a legal constraint leads companies to acquire unique tools of their kind. The Human Resources Directorates thus entered without realizing it in the era of Artificial Intelligence, Machine Learning, and Big Data. Now familiar with a new generation of intelligent digital assistants, they have all the assets to optimize their processes and gain competitiveness, an essential asset in this era of globalization and competition.
